Asian Athletics Association Constitution
Article I – Name
The name of the association shall be the Asian Athletics Association and
its abbreviation shall hereinafter be referred to as the Association.
The Association is a continental area association within the framework
of the International Association of Athletics Federations constituted in
Manila, Philippines on November 21, 1973.
Article II – Membership
Section 1 Membership in the Association is open to governing bodies of
athletics (Track & Field) of the ASIAN countries and/ or territories
affiliated with the International Association of Athletics Federation.
Section 2 Application for membership shall be addressed to the Secretary
– Treasurer of the Association who shall present the same at the first
meeting of the AAA Council for its consideration and recommendation to
the Congress for final approval.
Section 3 No application for membership shall be considered unless the
same contains the following requirements :
a) List of officials of the Association
b) The title of the National Territorial Association
c) The postal address of its headquarters
d) An application fee of US$100 which shall constitute its annual dues
if application is approved
Section 4 It is the obligation of the Members to send to the Secretary –
Treasurer before the 31st March each year a report of their activities
of the previous year including national records and the programs for the
coming year.
Section 5 It is the obligation of the Members to carry out doping
control in their major national competitions and out of competition
testing, all results of which shall be communicated to the Secretary –
Treasurer together with the yearly report.
Article III – Aims and Objectives
Section 1 To establish friendly and loyal co-operation among National
governing bodies of athletics, for the promotion and developments of
athletics.
Section 2 To strive to secure that there shall be no hindrance to the
participation of any country or individual in the international athletic
competitions in Asia on social, religious or political grounds.
Section 3 To promote Asian Athletic Championships, Asian Games, Asian
Junior Athletic Championships and other Asian competitions.
Section 4 To cooperate with the Organizing Committees of the Asian games
and the Asian Athletic Championships in carrying through and controll
all technical and financial arrangements.
Section 5 To frame rules governing the Asian Athletics Championships and
for the establishment and recognition of Asian records, Asian
Championships records and Asian Games records.
Section 6 To disseminate reports, periodicals, books, films, pictures
and instructional matter of any kind relating to, or dealing with
athletics. In particular, to educate the athletes to fight against the
abuse of drugs in the sport.
Section 7 To crystallize the Asian Stand and viewpoint in the solution
of disputes arising among members of the Association and in all other
difficulties that it may be confronted.
Section 8 To represent Asia and work to form the Asian team to
participate in international event such as the world cup
Section 9 To supervise and assist in the holding of the continental
Group Championships, regional and bilateral meetings whenever possible.
Section 10 To encourage the Coaches of Asia to form their own body to be
under the Aegis and control of the Association and to assist them in
their cause.
Article IV – Official Language
The official language of the Association shall be English.
Article V – Congress
Section 1 The congress shall be the governing body of the Asian
Athletics Association which shall consists of a Council and not more
than two (2) delegates from each member of the Asian Athletics
Association and those mentioned in the Section 10 of this article.
Section 2 The Congress shall be convened biennially, normally at the
time of Asian Athletics Championships. The President is empowered to
convene the Congress at any other time as he may deem fit to consider
any urgent matter concerning the Association.
Section 3 A special meeting of the Congress also known as the
Extraordinary Congress, may be called by the Council or by one-third of
the members who shall give notice in writing to the Secretary –
Treasurer stating their desire for such a meeting and the reason
relating thereto. Upon receipt of any such notice the secretary –
Treasure in consultation with the President of the Association shall
summon a meeting of the Congress within three months. The Extraordinary
Congress may only be called to treat any of the following matters :
a) Resignation of two-thirds of the Council members and the election of
their replacements.
b) Vacancy in the office of the President by reason of death, disability
or resignation if the same occurs at least 12 months prior to the next
ordinary Congress.
c) Urgent matters that need immediate action and which functions
properly belong only to the Congress and cannot be exercised by Council.
Section 4 Invitations for Extraordinary Congress shall be sent to
members at least two months prior to the specified date of the special
meeting, indicating the reasons or reasons for such a meeting The rules
of the procedure in the Ordinary Congress shall apply to the special
meeting of the Congress unless decided otherwise.
Section 5 The President shall preside at all Congress meetings. In his
absence the Senior Vice-President or one of the Vice-Presidents shall
preside over the Congress.
Section 6 On completion of his or her term of office, the President
shall assume the status of Honorary Life President of the Association
and be ex-officio member of the Congress; there may be any number of
Honorary Life Presidents but all shall be the ex-Presidents.
Section 7 A member country shall be represented at Congress only by its
delegates, notice of whose appointment, certified in writing by the
members must be lodged with the Secretary- Treasurer, at one calendar
month prior to the date of the Congress. Delegates shall be citizens of
the country they represent.
Section 8 Only delegates of members shall have power to vote and votes
shall be recorded one delegate for each member. A delegate shall
represent only one member of the Association. No voting by proxy shall
be allowed.
Section 9 The Congress shall have the power to elect any Committee or
Commission that may be needed from time to time. The number of members,
functions, powers and duties of these bodies shall be defined by rules
approved by Congress.
Section 10 Asian members serving on the current IAAF Athletes Commission
shall be given the special recognition and be invited to be participants
at the at the Congress in order to honour the athletes of Asia.
Section 11 The attendance of one-third of member countries at the
Congress shall constitute a quorum. The Congress only shall have the
power to approve or alter any Constitution Rules. All additional
amendments or alterations to the Constitutional Rules must obtain two
thirds of the voting power of those present and such two-thirds must
also represent at least one-third of the voting power of the
Association. Proposals to be submitted to Congress must reach Secretary
– Treasurer three months prior to the date of Congress. The secretary –
Treasurer shall send out the Agenda of the Congress and proposal to the
members one and a half months prior to the date of Congress,
Section 12 In recognition of valued services given to the Asian
Athletics Association, on the recommendation of Council, Congress shall
be entitled to elect Honorary Life Vice-Presidents and Honorary Life
Personal Members from Individual Members and Delegates from Member
Federations, without voting power.
Article VI – Council
Section 1 There shall be a council of the Association composed of
seventeen members. It shall consists of:
a) The President
b) Senior Vice-President
c) Five Vice – Presidents
d) Eight members elected as individuals
e) Secretary – Treasurer
f) Co-opted Asian Member of the IAAF Women’s Committee (without voting
rights)
Note IAAF Rule 5.9 (Council) states :
“The I.A.A.F. President shall be Ex-Officio, a member of the Executive
Council of all Area Associations”.
Section 2 All members of the council shall come from the different
member countries except that the President and Secretary-Treasurer may
come from the same country.
Section 3 The officers and members of the council shall be elected by
Congress for a term of four(4) years except for the Secretary –
Treasurer who shall be elected by the council and confirmed or ratified
by Congress.
Section 4(a) A council members loses his membership in the council if he
loses his membership in his National Association, unless otherwise his
national association formally recommends the continuation of his
membership in the Council. In the event of his national association not
supporting such council members continued memberships in the council,
the Council shall proceed forthwith to elect by majority a replacement
member for the remaining vacated term of office of the council member.
Section 4(b) “Any member of the council who absents himself from three
(3) consecutive meetings without any explanation satisfactory to the
council shall cease to be a member thereof. In such an event of a
council member being removed, the council shall proceed to elect by
majority another member to fill in the vacant office for the remaining
term of the council member so removed.”
Section 5 All nominations for the council shall be sent to the
Secretary-Treasurer of the Asian Athletics Association not later than
three(3) calendar months prior to the date of the Congress at which
elections will take place. Such nominations shall be circulated to the
members one and a half months prior to the date of Congress. Nominations
can be made only by the members. If, at the time of an election, there
are fewer candidates than there are vacancies, the President of the
Meeting may invite members present to submit additional nominations. Any
unsuccessful candidates for any position, if also so nominated, are
included in a subsequent ballot for any other position.
Section 6 The Asia Area Group Representative to the IAAF and all other
AAA members who are members of the IAAF council shall be ex-officio
members of the Council , except when they are already regular members of
the AAA council by reason of their positions in the Association.
Ex-Officio members may also participate in the proceedings of the body
without the right to vote.
Section 7 The Council shall meet at least once a year at the time and
place to be decided by the President. A majority of all members of the
Council shall constitute a quorum.
Section 8 The Council shall have the following duties and functions :
a) To carry out and implement the aims and objectives of the Association
as set forth in Article III of this Constitution.
b) To conduct and manage the affairs of the Association and act for and
in behalf of the Congress while the same is not in session.
c) To render technical, organizational and administrative assistance to
the members of National Associations whenever possible and when as
requested
d) To collate, study and consider proposals and recommendations by
affiliated associations for presentation to Congress.
e) To submit a biannual Budget to Congress for approval and to prepare
and approve an annual budget of the association which shall be submitted
to the next Congress for confirmation and ratification.
f) To act upon all decisions of Congress and to make a report of such
actions to the same.
g) To approve administrative and financial reports and statements
submitted to it by the President and the secretary – Treasurer, as well
as other reports submitted to it by executive officials for its
approval.
h) To draw and recommend to Congress a development plan activities on a
year basis for a vigorous and speedy promotion of athletes in the area.
And finally, to act on all urgent matters in behalf of the association,
provided, however, that all such decisions must be reported to the next
Congress.
Section 9 The Council may form or create such standing committees or
commissions as it may deem necessary to assist it in the performance of
its duties and functions and for the development of athletes in Asia
defining their duties, prescribing their compositions and such rules of
procedure as might guide them in their deliberations.
Section 10 The Council may suspend a member for culpable violation of
this constitution, Rules and By-Laws of the Association for such period
that the council may decide. In no case however shall any such
suspension extend beyond the next Congress. All suspensions and or
disciplinary action taken by the Council shall be reported to Congress.
It may likewise recommend the expulsion of any member for the same
offences and such expulsion becomes effective upon the approval of
two-thirds of all the voting members of the Congress.
Article VII – Officers, Duties and Functions
Section 1 The President shall have the following power and duties :
a) Preside over all meetings of Congress and Council.
b) Represent the Association in all official functions and missions and
at the International and Continental Sports events.
c) Implement the decisions of Congress and Council that require
executive action or when so directed by these bodies.
d) Conclude, execute and sign contracts for and in behalf of the
Association
e) Make an annual report to Council and Congress covering his activities
as President.
f) Approve disbursements of funds that are properly provided for in the
budget.
g) And finally, to exercise all such powers and functions that devolve
and are incumbent upon him as chief executive office of the Association.
Section 2 The Senior Vice-President shall perform the power and duties
of the President during the temporary absence or incapacity of the
latter except the right to represent Asia in the IAAF Council unless the
council so recommends and such recommendation as approved by IAAF. The
five Vice-Presidents, shall in addition to their duties as member of the
Council:
a) Submit an annual report of the activities and development of
athletics in their assigned area of jurisdiction.
b) Supervise, co-ordinate and follow up the implementation of programs
and projects as well as the decisions of Congress and Council, in their
respective area.
Section 3 The duties and powers of the Secretary – Treasurer shall be as
follows:
a) To take, transcribe and keep records of proceedings of all meetings
of Congress and the Council and, together with the President attest and
certify to the correctness of the minutes.
b) Maintain an archive of the records and other related papers and
documents of the Association
c) Run the administrative and secretarial affairs of the Association,
empowering him in the process to employ subject to the approval of
Council, the necessary personnel required for the smooth operation of
the office and fixing their remuneration.
d) Send out invitations and notices for all members of the Congress and
Council enclosing therein agenda for such meeting duly approved by the
President.
e) Supervise the work of all committees and follow up their activities.
f) Conduct all correspondence of the Association and sign them in its
behalf
g) Collect and receive all monies due to the Association and deposit
such funds in a bank duly designated by Council
h) Make disbursements of the funds of the Association, sign cheques and
make payments for lawful obligations duly provided in the budget and
approved by the President.
i) Act as custodian of all funds and properties of the Association
j) Submit to Council and Congress a report of his activities as
Secretary – Treasurer including financial statements, administrative
operations, reports and such other reports as may be required of him by
the Association
k) And, exercise such duties and functions normally appertaining to the
office of Secretary – Treasurer, not otherwise delimited or prohibited
by Congress or Council.
Article VIII – Subscriptions
The annual fee from each member affiliated to AAA, shall be USD100.00
and shall be paid on or before 7th January of each year failing which
the defaulting member can be suspended and may not be invited to
participate in the activities of the Association
Article IX – Asian Area Group Representative to the IAAF The
President and / or any representative elected by the Congress shall
represent Asian in the Council of the IAAF as Area Group Representative.
Article X – Effectivity
Any provision of this Constitution, its amendments or alterations shall
be effective and operative immediately upon its approval unless a
particular date is indicated.
RULES FOR ASIAN RECORDS
1. Asian Records shall be established for the same events as those which
are accepted for World Records.
2. The eligibility of athletes claiming Asian Records must conform to
Rules 6 of the Asian Athletics Championships.
3. The performances of Asian Athletes which are obtained at Olympic
Games and other IAAF – acknowledged games, performances which have been
accepted by their respective national associations as national records
(complying with IAAF Rule 260 about world records), may be forwarded in
writing to the Asian AA Secretariat of the Association to be recognized
and registered as Asian Records by a subsequent Congress.
4. At the first registration of Asian Records of all these performances,
such records, complete with their essential data (name of the athlete,
performance, time, place, etc.) shall be represented in writing by the
respective national association to the Asian AA Secretariat of the
Association before the Asian Championships.
5. For all future performances, the same rules and procedures will be in
force as for the World’s Records. Application for registration of
records must be submitted in writing, the application to be accompanied
by the proofs prescribed in IAAF Rule 260 about world records and sent
to Asian AA Secretariat of the Association.
6. All Asian Records shall be verified and sanctioned by the Asian
Athletics Association.
RULES FOR THE ATHLETIC CHAMPIONSHIPS
Rule 1 The Asian Athletics Association will promote Asian Athletics
Championships, in every two years, the Championships shall be held in
accordance with IAAF Rule 13.
Rule 2 Application to hold the Asian Athletics Championships shall be
invited from all Asian member countries to hold the Asian Athletics
Championships. These applications shall be in the hands of the
Secretary-Treasurer at least six months prior to the Congress. The
Congress shall consider such applications and appoint a member to
organize the Championships.
Rule 3 Asian Athletics Championships Events. The Asian Athletics
Championships shall comprise the following events :
For men
Running : 100 meters , 200 meters , 400 meters, 800 meters, 1500 meters
,
5000 meters, 10000 meters
Hurdles : 110 meters, 400 meters
Steeplechase : 3000 meters
Relays : 4 X 100 meters, 4 X 400 meters
Jumping : High, Long, Triple, Pole Vault
Throwing : Discus, Javelin, Hammer Throw
Putting : Shot
Decathlon :
20 Km (Road) Walking
For Women
Running : 100 meters, 200 meters, 400 meters, 800 meters, 1500 meters
5000 meters, 10000 meters
Hurdles : 100 meters, 400 meters
Relays : 4 X 100 meters, 4 X 400 meters
Jumping : High, Long, Triple, Pole Vault
Throwing : Discus, Javelin, Hammer Throw
Putting : Shot
Heptathlon :
20 Km (Road) Walking
Rule 4 Duration
The maximum period for the Championships shall not exceed six days.
Rule 5 Programme
The order of the events and complete daily shall be determined by the
Organising member at least six months previous to the Championships
Rule 6 Eligibility of Athletes
Competitors must comply with the qualification defined in IAAF Rule 12,
paragraph 10
Rule 7 Closing Date for Entries
Closing date for entries which must be submitted by the National
Association or Federation shall not be later than fourteen days prior to
the first days of the Championships. A country may nominate not more
than two (2) competitors for each individual event : however the Host
Country may enter three(3) competitors and six (6) competitors in each
relay events, all of whom must comply with the provision of Rule 6.
Rule 8 Awards
The awards shall consist of medals and diplomas. In individual events
the first prize shall be a gold medal and a diploma, the second prize a
silver medal and a diploma, the third prize a bronze medal and a
diploma. Diploma shall also be given for the 4th, 5th, 6th, 7th and 8th
places. In team events, each participating member of the winning team
shall be given a gold medal and a diploma, of the second team a silver
medal and a diploma, and of the third team a bronze medal and a diploma.
Rule 9 Victory Ceremony
Medals shall be presented, if possible, immediately after the event and
in the following manner : The competitors who have been judged first,
second and third shall take their places, in their sports costumes, on
the Victory Stand on the field.
The flag of the Federation of the winner shall be hoisted on the central
flagpole and those of the second and third on the adjoining flagpoles on
the right and on the left as they face the arena.
Meanwhile the Federation Anthem of the Winner is played. The three
competitors and the spectators shall turn towards the flag.
Rule 10 Commemorative Medal
A Commemorative medal shall be distributed to all officials and
competitors.
Rule 11 Symbol of Asian Athletics Association
The logo or symbol of Asian Athletics Association shall be the map of
Asia in Marine blue colour which is superimposed by a track oval in dark
blue colour. On top of the oval is a sunburst in red and the “AAA” and
the figure of a Discus Thrower in dark blue inside the oval.
Rule 12 Financial Obligations
The Championships are allocated to the organizing committee of an Asian
country which shall have the following financial obligations:-
a) It shall be wholly responsible for all the costs and expenses
involved in the preparations / conduct of the Asian Athletics
Championships and shall retain any profit which may arise therefrom.
b) It shall be wholly responsible for the traveling expenses of the
representative of the IAAF for a period of not more than three(3) days
prior to the opening of the Championships in accordance with the
conditions laid down in the IAAF Rule 13, paragraph 5.
c) It shall be wholly responsible for the first class train traveling
expenses or tourist aircraft (including meals enroute) together with
board and lodging for a maximum period of not more than three(3) days
longer than the Championships to the President, Senior Vice-President,
the five Vice-Presidents, the eight Individual Members, and the
Secretary-Treasurer of the Association.
d) It shall be responsible for the board, accommodation and local
transport for a fixed quota of participants which the Council shall
decide. The quota shall be distributed among member Federations based on
the principle of universality and based on the performance of members at
the past Asian Championships. The details of distribution shall be
decided by the council.
e) Organisational Delegates – Bear the traveling, hotel and full board
expenses (hereinafter called “expenses”) of the Organisational Delegates
for a period of not more than five (5) days before the Asian Athletics
Championships until two (2) days after the Championships, and for the
preliminary visits wherever agreed necessary for the successful staging
of the Championships.
f) Technical Delegates – Bear the expenses of the Technical Delegates
for a period of not more than five (5) days before the Asian Athletics
Championships until two (2) days after the Championships, and for the
preliminary visits wherever agreed necessary for the successful staging
of the Championships.
g) Medical Delegate and Doping Control Delegate - Bear the expenses of
the Medical Delegate and Doping Control Delegate for a period of not
more than two (2) days before the Asian Athletics Championships until
one (1) days after the Championships, and for one the preliminary visit.
h) Jury of Appeal - Bear the expenses of the members of the Jury of
Appeal for a period of not more than two (2) days before the Asian
Athletics Championships until one (1) day after the Championships.
i) Asian Technical Officials - Bear the expenses of the Asian Technical
Officials for a period of not more than two (2) days before the Asian
Athletics Championships until one (1) day after the Championships.
j) Walking Judges - Bear the expenses of the Walking Judges for a period
of not more than one (1) day before the First Walking Event until one
(1) day after the last Walking event.
Rule 13 Doping Control
Doping Control should be carried out under the following condition:
a) Provide the technical and medical facilities (in particular equipment
and personnel) to carry out this control following conditions laid down
in the IAAF Doping Control Regulations and Guidelines
b) The Chairman shall decide by a draw before each session which
athletes are selected for Doping Control. This should either be on a
final position basis and/ or random basis but not by selection of named
individuals.
Rule 14 Duties of the organizer Member
a) Bears the sole responsibility to the Asian Athletics Association for
the organization of the Asian Athletics Championships.
b) Assures the competence of the judges who are officiating during the
Asian Athletics Championships.
c) Responsible for providing the best possible working conditions
(rooms, transport, equipment etc.) for the IAAF Representative, members
appointed by the AAA Council, Honorary Life Presidents, President,
Secretary-Treasurer, Jury of Appeal, Technical Delegate, Medical
Delegate, Doctors, Referees, Judges and other Technical Officials.
d) The organizing Committee shall send to all members the necessary
information, bulletins, etc. in the official language of the Asian AA
(English).
RULES FOR THE ASIAN JUNIOR ATHLETIC CHAMPIONSHIPS
Rule 1 The Asian Athletics Association will promote Asian Junior
Athletics Championships, in every two years, one year after the Asian
Athletics Championships. The Championships shall be held in accordance
with IAAF Rules.
Rule 2 Application to hold the Asian Junior Athletics Championships
Applications shall be invited from all Asian member countries to hold
the Asian Junior Athletics Championships. These applications shall be in
the hands of the Secretary-Treasurer at least six months prior to the
Congress. The Congress shall consider such application and appoint a
member to organize the Championships.
Rule 3 Asian Junior Athletics Championships Events
The Asian Athletics Championships shall comprise the following events :
For Junior men
Running : 100 meters , 200 meters, 400 meters, 800 meters, 1500
meters
5000 meters, 10000 meters
Hurdles : 110 meters, 400 meters
Steeplechase : 3000 meters
Relays : 4 X 100 meters, 4 X 400 meters
Jumping : High, Long, Triple, Pole Vault
Throwing : Discus, Javelin, Hammer Throw
Putting : Shot
Decathlon : Decathlon
Walking 10000 meters (Track)`
For Junior Women
Running : 100 meters, 200 meters, 400 meters , 800 meters, 1500 meters
5000 meters, 10000 meters
Hurdles : 100 meters, 400 meters
Relays : 4 X 100 meters, 4 X 400 meters
Jumping : High, Long, Triple, Pole Vault
Throwing : Discus, Javelin, Hammer Throw
